This session will provide an introduction to Oregon Public Records Law and records management practices for municipal staff. Participants will review the fundamentals of Oregon Public Records Law, including key definitions, the importance of transparency and public access to government information, what qualifies as a public record, and the shared responsibilities staff have in maintaining, locating, and producing public records.

The session will also cover practical records management practices, including how to identify systems of record, locate and use the City’s records retention schedule, interpret retention requirements, and apply retention rules consistently. Participants will learn how to support a functional records management program that promotes compliance, efficiency, accountability, and long-term stewardship of public information.

The final portion of the training will focus on managing electronic communications, including emails, text messages, and other digital records. Discussion will include how electronic communications may qualify as public records, how they should be retained or disposed of, and best practices for reducing risk while maintaining compliance.
